Kjalnar's Nightmare is one of the hardest hitting monster sets as of Update 32 however the only drawback with this set is that only one person in a group can use it so make sure to look at other options if you can't use it. Stormfist for example would be a good substitute or Velidreth can be good for cleave damage. Iceheart is also a strong option if you want more survivability and AoE damage.
Relequen is still a highly desirable single target set even after all these years. Maintaining Relequen stacks is easier and straightforward. You definitely want this active on both bars meaning five body pieces or 1 jewelry piece with 4 body pieces depending on setup. If you don't have Relequen, you can use Pillar of Nirn which is especially good for fights shorter than ~35 seconds or in fights where you have to swap targets frequently or lose Relequen stacks.
Harpooner's Wading Kilt will allow you to get closer to the new Critical Damage cap while dropping Fighting Finesse (both content and dummy) in favor of a different Warfare Slottable such as Master-at-Arms.
The two piece bonus from having 2x Berserking Warrior/Advancing Yokeda pieces can be replicated with other 2 piece bonus sets that also grant Critical Chance such as Tzogvin's Warband, Kraglen's Howl or Briarheart.
If you have a bad Kilt uptime in content, you can replace the Kilt and the 2x Berserking Warrior with a 3x set that has a Critical Chance stat and Minor Slayer.
In terms of traits, we want Divines on all armor pieces to boost the Thief's critical rating as much as possible. Bloodthirsty still outperforms Infused on the jewelry.
Maelstrom Greatsword on the backbar is there for the use of Merciless Charge's bonus effect to the Stampede AoE.
Blackrose Dual Wield must be in daggers due to the lack of need for maces (Penetration, which is covered by the Necromancer passive or Light Armor) or axes (Critical Damage has a cap now, so no need for axes). Note that the Nirnhoned dagger must be in the main hand and not the off hand to get the full effects of it. The buff to Charged with Update 32 makes it quite hard to ignore as an option.
This Stamina Necromancer DPS rotation will be very static and simple to use. The opening rotation will start with you summoning the Skeletal Archer, casting Blastbones, Barbed Trap then Shooting Star.
After casting the Shooting Star, your Blastbones will come up so you should cast it. As a general rule of thumb, Blastbones is usually cast every two to three GCDs (Global Cooldowns/skill use).
The static rotation will look like this in order from top to bottom (with a Light Attack in between each skill):

Stop everything after your last Blastbones at ~6% of the target's health and just Light Attack weave Snipe until the target dies.

You need to be sure that you don't go over the 125% Critical Damage modifier cap in your raids or groups. If you have Elemental Catalyst or Minor Brittle on the boss/target, replace your Backstabber slottable with Biting Aura or you can keep it if the Major Force uptime in your group is less than 50% during the entire fight.
Blackrose Bow (Frontbar, Precise, Flame Glyph), alternative for this is a Master's Bow if you can't apply 8+ seconds on the Magnum Shot DoT with the BRP bow.
